Porter talks about implementing strategy into companies.  Many companies concentrate heavily on operation effectiveness that cause competition to become zero sum and mutually destructive for all parties involved.  Strategy on the other hand allows companies to gain a sustainable competitive advantage through variety, need, and access positioning and fit (aspects of the system working together with each aspect adding value to the others).
